Engler Announces $19 Million in Drug Prevention and Policing Initiatives Grants--Northern Michigan to Receive $2,931,383

 

Governor John Engler has awarded nearly $19 million in funds for drug prevention and policing initiatives. Northern Michigan will receive $2,931,383 in Byrne Memorial Formula and Local Law Enforcement Block grants for a one-year period beginning October 1, 2000.

"Statewide, these grants will play a positive role in the lives of children to prevent drug use and violence," said Engler. "They will also support crucial criminal justice programs to aggressively identify and prosecute drug dealers who destroy lives, families, and the quality of life within neighborhoods."

The grants focus on Community Policing, Juvenile Intervention, Family and Domestic Violence and Gang Task Force Strategies, D.A.R.E. Programs, Drug Testing and Treatment for Juveniles and Adults, Multijurisdictional Task Forces, Money Laundering Task Forces, Prosecution, Youth Crime Prevention and Computer Technology Strategies.

"These outstanding programs are making a difference in the lives of people in Northern Michigan," said Darnell Jackson, Director of the Office of Drug Control Policy.

Byrne Memorial Formula Grants:
* Cadillac will receive $31,970 for Juvenile Intervention Strategies to fund a School Liaison Officer to focus on curfew, possession of alcohol and tobacco, loitering and vandalism.

* Manistee county will receive $23,760 for Juvenile Intervention Strategies to continue funding Reconnecting Youth, to promote life skills building, decision making and participation in after-school and summer activities.

* The 46th Circuit Trial Court will receive $126,103 for Juvenile Intervention Strategies to address school safety, discipline and academic deficiencies in the school districts within the boundaries of the 46th Circuit Trial Court. It will provide individual and group intervention by educators and therapists to address disciplinary issues.

* Manistee will receive $30,050 for Juvenile Intervention Strategies to fund an officer assigned to the high school and an alternative learning center for high risk students to provide investigative, educational and support services to the school.

* Cadillac will receive $41,307 for Family and Domestic Violence Strategies for a Domestic Violence Investigation Unit to conduct follow-up investigations of domestic incidents with specific attention to assault, stalking and violations of personal protection orders.

* Leelanau county will receive $6,635 to continue D.A.R.E. for elementary students.

* Ogemaw county will receive $35,529 for Drug Testing and Treatment for Juveniles and Adults to fund a continuation project which addresses the increased use of illegal drugs and alcohol by the youth of Ogemaw County.

* Kalkaska county will receive $38,948 for Drug Testing and Treatment for Juveniles and Adults to fund a Juvenile/Adult Zero Tolerance Program, to break the cycle of substance abuse, related at-risk behavior and criminal activity by juvenile and adult offenders.

* The Family Division of the Circuit Court for Charlevoix will receive $82,721 for Drug Testing and Treatment for Juveniles and Adults to provide intensive out-patient substance abuse program for adolescents and licensing foster homes to provide a safe, sober environment for youth serious about addressing their substance abuse issues.

* Leelanau county will receive $30,738 for Drug Testing and Treatment for Juveniles and Adults for a drug testing program with increased testing and specific graduated sanctions for juveniles who fail tests, fail to show up, or are noncompliant in other program areas.

* Grand Traverse county will receive $28,728 for Drug Testing and Treatment for Juveniles and Adults to continue treatment, case management and intensive supervision for substance abusing offenders to meet individual treatment needs.

* The 46th Circuit Trial Court/County of Crawford will receive $50,544 for Drug Testing and Treatment for Juveniles and Adults to fund the CLEAN (Community, Liaison, Enforcement, & Assistance Network) program, designed to continue services for alcohol and drug treatment for juveniles, families and non-felony criminal offenders.

* The 26th Judicial Circuit Court/County of Alpena will receive $161,258 for Drug Testing and Treatment for Juveniles and Adults to fund Turning Point, a continuation project that will provide day treatment for substance abusing juveniles, along with other needed services. Clients will be drug tested and sanctions imposed when appropriate.

* Grand Traverse county will receive $41,385 for Drug Testing and Treatment for Juveniles and Adults by incorporating increased drug testing with specific graduated sanctions for juveniles who fail tests, fail to show up for tests, or are noncompliant in other program areas.

* The 57th Circuit Court/County of Emmet will receive $92,377 for Drug Testing and Treatment for Juveniles and Adults. A substance abuse services coordinator will work with local substance abuse providers, court run services, mental health clinicians, schools and other agencies, to develop a comprehensive care plan for participants and their family.

* The Traverse Narcotics Team, a Multijurisdictional Task Force operating in Antrim, Benzie, Grand Traverse, Kalkaska, Leelanau, Missaukee and Wexford counties, will receive $298,142. They will concentrate on undercover operations, surveillance, and interdiction with an emphasis on investigations targeting manufacturers, upper level dealers and the assets derived from illegal trafficking in controlled substances.

* The Strike Team Investigative Narcotics Group, a Multijurisdicitional Task Force operating in Arenac, Crawford, Iosco, Ogemaw, Oscoda and Roscommon counties, will receive $248,163. The Task Force will conduct narcotics and related investigations with a focus on mid to upper-level narcotics traffickers.

* The Huron Undercover Narcotics Team, a Multijurisdictional Task Force which operates in Alcona, Alpena, Montmorency and Presque Isle counties, will receive $137,961 to conduct narcotics and related investigations focusing on mid to upper-level traffickers.

* The Strait Area Narcotics Enforcement, a Multijurisdictional Task Force operating in Charlevoix, Cheboygan, Chippewa, Emmet, Mackinac and Otsego counties, will receive $254,066 to focus on mid to upper level drug dealers to disrupt the flow of drugs.

* The Sheriffs, State, Chiefs, Enforcement of Narcotics Team, a Multijurisdictional Task Force operating in Mason, Manistee, Oceana and Lake counties, will receive $216,231. It will conduct investigations to remove mid to upper level narcotics dealers.

Local Law Enforcement Block Grants:
* Crawford county will receive $36,200 for Youth Crime Prevention Strategies to continue a School Liaison officer to work with youth to prevent violence, truancy, and delinquent behavior. It continues a conflict resolution program, smoker and alcohol programs to reduce occurrences or repeat offenders.

* Kalkaska county will receive $41,150 for Youth Crime Prevention Strategies to fund a School Liaison Officer to provide substance abuse and violence prevention strategies for schools in Kalkaska County through after-school activities, such the Kalkaska Teen Center, midnight basketball, soccer and roller blade programs, and children's day camp.

* Oscoda county will receive $20,594 for Youth Crime Prevention Strategies. This continuation project will provide a juvenile/liaison officer who will coordinate activities within the sheriff's office, family court, schools and community.

* Cheboygan county will receive $42,563 for Youth Crime Prevention Strategies to fund a School Liaison Officer to address school truancy, tardiness and smoking involving minors. The project includes D.A.R.E. for both 5th and 9th graders. The Cheboygan Youth Center will provide activities available for students after school.

* Arenac county will receive $55,694 for Youth Crime Prevention Strategies to fund the School Liaison Officer Project. Assigned officers will conduct in-class lessons for students and patrol school property and parking lot before, after and during open campus lunch hours.

* Roscommon county will receive $69,801 for Youth Crime Prevention Strategies to fund two sheriff deputies to work with juveniles and parents in local schools and communities. Officers will coordinate training for teachers, parents, and local civic groups in juvenile criminal behavior, drug-alcohol prevention/awareness, violence, and gang related activities.

* Alpena county will receive $88,661 for Youth Crime Prevention Strategies to continue funding a Police/School Liaison Officer at Alpena High School and Thunder Bay Junior High to reduce and prevent violence among adolescents, prevent gang involvement and activity, reduce and prevent tobacco, alcohol and other drug activity in and around schools.

* Wexford county will receive $38,001 for Youth Crime Prevention Strategies to fund a School Liaison Officer Program, which will place an officer in the Manton, Mesick, Buckley and Cadillac Area Public Schools to educate, investigate, and intervene.

* Kalkaska county will receive $18,150 for Computer Technology Strategies to continue development of the Kalkaska County Criminal Justice Information Network to increase efficiency, effectiveness and accuracy of criminal justice records.

* Crawford county will receive $50,775 for Computer Technology Strategies to continue the County Computer Coordination Project involving the 46th Circuit Trial Court, the Prosecutor's Office and the Crawford County Sheriff's Office.
* Manistee county will receive $100,000 for Computer Technology Strategies. The Manistee County Law Enforcement Computer Linkage System will provide road patrol officers with laptop computers, providing for more efficient police operations.

* Wexford county will receive $41,589 for Computer Technology Strategies to integrate databases of countywide criminal justice agencies into a single database accessible by all participating criminal justice agencies. It will integrate the Wexford County Jail into the countywide system, provide for video imaging, and livescan fingerprinting system.

* Missaukee county will receive $41,589 for Computer Technology Strategies to fund the livescan fingerprint program for direct electronic submission of fingerprints to the state.

* The 46th Circuit Trial Court will receive $310,000 for Computer Technology Strategies, part of the overall criminal justice integration partnership between the Court and the sheriffs and prosecutors offices in Crawford, Kalkaska, and Otsego counties. It will improve the accuracy and timeliness of reporting criminal justice records.

Byrne Memorial Formula and Local Law Enforcement Block grants are available for competitive grant awards to state and local governmental entities. Grants are administered by the Governor's Office of Drug Control Policy in the Michigan Department of Community Health.
